It is possible for 'm' to be equal to zero. You're on the right track. If you divide both sides by 2, you get y=7%2F2 which is in y=mx%2Bb form where m=0 and b=7%2F2. If you can't see it, then write y=7%2F2 as y=0x%2B7%2F2 (which is perfectly valid).
