Let Mark be "M" yrs. old
Let Larry be "L" yrs. old

Equations:
M = L -10
(L+8) = 2(M-3)+4

Substitute for "M" and solve for "L":
L+8 = 2(L-10-3)+3
L+8 = 2L--23
L = 31 (Larry's age NOW)
