to solve treat the < just like an = sign for now. If it were equal or greater/less than, then the rule would change just a bit, but for just the equation you have stated, solve as it were an equal sign.
4+3X<28
4-4+3X<28-4
3X<24
X<8
To graph, just put on a number line
