have you tried using the recipricol? then it would be 10/3^3. much easier to solve. just cube both portions of the fraction and reduce and you should have your answer.
see if that is the correct answer your instructor wanted you to get.

a negative power means the following: a%5E%28-m%29+=+1%2F%28a%5Em%29

so, %283%2F10%29%5E%28-3%29 is 1%2F%283%2F10%29%5E3

Also, know that 1%2F%28a%2Fb%29 is b/a, so we get %2810%2F3%29%5E3 which is 1000/27
