2a = -10b + 4 replace a with (2-5b) in this equation & solve for b.
2(2-5b)=-10b+4
4-10b=-10b+4
-10b+10b=4-4
0=0
These 2 equations are equal thus no unique solution with only one equation & 2 unknowns.
Proof:
Multiply the first equation by 2
2a+10b=4
2a=-10b+4 is the same as the second equation.
2a=-10b+4
