2x-5= width
3x-9= length
P=2w+2L
P=2(2x-5)+2(3x-9)
P=4x-10+6x-18
P=10x - 28
If x=4 feet
P=10*4-28
P=40-28= 12 feet

Check: If x= 4 feet
W= 2x-5=8-5=3 feet
L = 3x-9=12-9= 3 feet
P=2*3+2*3=6+6= 12 feet.
(By the way, it's a square!!)
