y=2x/4+6/4
y=x/2+3/2 this line has a slope=1/2. (red line)
Thus a parallel line will also have a slope=1/2.

5=1/2*-4+b
5=-2+b
b=5+2
b=7
Y=X/2+7 the equation for the parralel line through (-4,5). (green line).
