-10%284x%2B3%29%3E=y-10 Add 10 to both sides.
-10%284x%2B3%29%2B10+%3E=y Simplify.
y%3C=-40x-30%2B10
y%3C=-40x+-+20
y%3C=-20%282x%2B1%29
