so then i put it in -9=-3/2(-2)+b and i get y=-3/2x-12 and my final answer is 3x+2y=-24 but that is not one of the choices given to me. Can you tell me what is it that i'm doing wrong

you have a sign problem
-3/-2 is 3/2 (the negatives cancel)
you use -3/2 in your equation
