The rule, if the coefficient of the x^2 term is 1, is to take HALF of the middle term coefficient, and SQUARE it!

In this case, take half of -1/3, and square it, which gives you 1/9.

R^2

x^2-1/3x

You take 1%2F2 of "b," which happens to be 1%2F2 of 1%2F3, wich equals 1%2F6. You square this fraction to get: highlight_green%281%2F36%29, which you then add.
