First, a slope of 0 means that the line is horizontal.
The slope-intercept form of the equation is: y+=+mx+%2B+b where m is the slope and b is the y-intercept.
Since m = 0 and b = 3, just substitute these values into the general form.
y+=+0%28x%29+%2B+3 or
y+=+3
