We want the coefficient of x^2 to 1, divide equation by 9
x^2 - 2x = %28-3%29%2F9
x^2 - 2x = -1%2F3
x^2 - 2x ____ = %28-3%29%2F9
Find the 3rd term to complete the square (-2/2)^2 +1
x^2 - 2x + 1 = -1%2F3 + 1; add 1 to both sides
x^2 - 2x + 1 = -1%2F3 + 3%2F3
x^2 - 2x + 1 = 2%2F3
Which is:
(x - 1)^2 = 2%2F3
Find the square root of both sides
x - 1 = +/-sqrt%282%2F3%29
Two solutions
x = 1 + sqrt%282%2F3%29
And
x = 1 - sqrt%282%2F3%29
