3x-9=2y
y=3/2x - 9/2
grad = 3/2
as stated it is perpendicular , the grad will be negative reciprocal of 3/2
so , the grad of the line which is perpendicular to the equation 3x-2y=9 is -2/3
the new equation of the line perpendicular to 3x-2y=9 is
y=-2/3x + c
substitute the coordinates passing through point (-4, 3)
3= -2/3(-4) + c
c = 3 - 2/2/3
c = 1/3
equation of line ,
y=-2/3x + 1/3
3y = 1 - 2x
3y + 2x = 1 (ans)
