4^(1/8) = ±1.189207...

If you consider that absolute values, the 2nd is greater.
As for why, 2 is more than 1.1892... Silly question.
If you consider plus and minus, it's even sillier.

But, the answer expected might be:
As the exponent approaches zero, the value approaches 1.
It's at best a poorly worded problem.
