First you need to add 1%2F3 to each side;
7%2Fy-1%2F3+1%2F3=1%2F4+1%2F3
Find common denominators of 1%2F4%2C1%2F3 so you can add;
7%2Fy=4%2F12+3%2F12
7%2Fy=7%2F12
Now multiply each side by y;
(y)7%2Fy=7%2F12(y)
7=7%2F12y
Multiply each side by the reciporcal of 7%2F12, which is 12%2F7;

The 7's cancel each other out on the right side, and on the left 7%2F12*12%2F7cancel's out;
