Isolate the x%5E2 term:

Now, to complete the square we need to add a term:
4%28x%5E2+%2B+%282%2F4%29x+%2B+__+%29

That term is ((1/2)b)^2 = [(1/2)(1/2)]^2 = 1/16:
4%28x%5E2+%2B+%282%2F4%29x+%2B+1%2F16+%29
Now it is a perfect square:
4%28x+%2B+1%2F4+%29%5E2

So, the term we need to add was 4*(1/16) = 1/4
