Step 1. Let 3x = ones digit

Step 2. Let x = tens digit

Step 3. Sum of digits is 4.

3x%2Bx=4

x=1

3x=3

Step 4. Now, check if difference is two.

3-1=2 checks out.

Step 5. ANSWER. The number is 13.
