Please, use parentheses or brackets correctly or else the question makes no sense when we read it here.
I assume that 18 lies over the quantity (9 - 2^3) and that this entire fraction is added to (-3).
[18/(9 - 8)] + (-3) =
(18/1) + (-3) =
18 - 3 = 15
