If the number is greater than 81 or less than 95, the tens digit must be either 8 or 9. If the sum of the digits is 15, then the one's digit must be 7 is the tens digit is 8 or 6 if the tens digit is 9. 87 fits in the given range and 96 does not, so the number you seek is 87.
