i don't understand the Commutative Property and do not know how to answer this.

You can put this solution on YOUR website! An operation @ is commutative if a@b is the same as b@a. In your problem, using the fact that '+' is commutative, the left hand side can be rewritten as m + 548. This then makes the expression m + 548 = 321 + 548, therefore m must be 321.
