One of the most important rules of first level algebra is "WHEN YOU MULTIPLY OR DIVIDE BOTH SIDES OF AN INEQUALITY BY A NEGATIVE NUMBER, YOU MUST REVERSE THE DIRECTION OF THE INEQUALITY SIGN!"

You have to do this here, when you multiply both sides by -1/2:
-2x+%3E+1%2F9+
%28-1%2F2%29%2A%28-2x%29+%3E+%28-1%2F2%29%2A%281%2F9%29+
x+%3C+-1%2F18+

x<(1/9)/-2 (note: the > sign changes to the < sign when dividing by a negative value).
x<1/9*-1/2
x<-1/18 ans.
