Let x = width of the rectangle
2x+4= length of the rectangle

2W + 2L = P
2(x) + 2(2x+4) = 38
2x + 4x +8 = 30
6x + 8= 38
6x=30
x=5 Width
2x+4 = Length
2*5+4 = Length
10+4 = 14 Length

Check: 2*5 + 2 * 14 = 10 + 28 = 38 Perimeter
