and C, F, G to the right circle
and B, E in the middle of the combined circles
both circles is enclosed in a rectangle, with U and P at the left and Q and H to the right inside the rectangle and outside the circles

Not sure what the U and H are, but from your words, it sounds like the P and Q are supposed to be the names of the two circles.
So, circle P has {A D C B E} inside it
Circle Q has {C F G B E} inside it
Now you are asked to state a) P ∩ Q and b) P U Q
The intersection is the set of all members that are common to both circles
P and Q both include { C B E}
The Union is the set that includes members from either circle
P contributes {A D C B E}
Q adds in {F G}
so their union is {A D C B E F G}
I hope I read your words correctly. Without a real picture, it can be confusing
