Solve by the elimination method:
0.3x - 0.2y = 4
0.4x + 0.3y = -11

Modify:
3x - 2y = 40
4x + 3y = -110
--------------------
Multiply 1st by 3 and 2nd by 2 to set up for elimination of "y":
9x - 6y = 120
8x + 6y = -220
---------------------
Add to get:
17x = -100
x = -100/17
----------------
Substitute into 3x-2y=40 to solve for "x":
3(-100/17) - 2y = 40
(-300/17) - 2y = 40
2y = (-300/17)-(40*17/17)
y = (-150/17) - (20*17/17)
y = -490/17
