No, a triangle has six pats, three sides and
three angles. You must be given half of them,
that is, you must have three parts, either 1
angle and 2 sides, 2 angles and 1 side, or all
three sides. With only the right angle and a
hypotenuse, that's only two parts, and it is
not enough information to determine a triangle.
You'd need one other part to be given.
