1) The square of half the x-coefficient is: %288%2F2%29%5E2+=+4%5E2 = 16, so the answer is yes!
Factor: x%5E2+%2B+8x+%2B+16+=+%28x+%2B+4%29%5E2
2) The square of half the x-coefficient is: %2810%2F2%29%5E2+=+5%5E2 = 25, so the answer is yes!
