You need to get this equation into the standard form for a circle %28x-h%29%5E2+%2B+%28y-k%29%5E2+=+r%5E2
So you need to complete the squares for both x and y in your equation and see what comes from that
x%5E2%2B6x%2By%5E2-8y=-9
x%5E2%2B6x%2B9%2By%5E2-8y=0
%28x%2B3%29%5E2+%2B+y%5E2-8y=0
%28x%2B3%29%5E2+%2B+y%5E2-8y%2B16=16
%28x%2B3%29%5E2+%2B+%28y-4%29%5E2=16
So r^2 = 16 --> r=4. Center is at (h,k) = (-3,4)
