Parallel Lines (not to axes) will have equal slopes.
So, the line parrallel to the line 4X+9Y=4
will have the same slope as 4x+9y=4. Hence its equation should be like
4x+9y=k, but the line passes through (-2, 1) hence k must be taken in such a way that the point satisfies the equation.
i.e., 4(-2)+9(1)=k
hence k=1
so, equation to the required line is 4x+9y=1
