Divide thru the 1st equation by 2 to get:
4x - 3y = -9

Divide thru the 2nd equation by -2 to get:
4x - 3y = -9

The two equations are really one equation.
The system is dependent.

4x - 3y = -9
3y = 4x + 9
y = (4/3)x + 3

Graph:
