There isn't a rule, but it's conventional to place the variable first like so m%2B19. Why? Well later you'll learn about polynomials and you'll find that the constant terms are placed last.


Note: the expression 19%2Bm is the exact same expression (ie m%2B19=19%2Bm for all values of "m").

To make "more than nineteen", you must start with the nineteen, and
then make it more, by adding on how much more it is.  

So, you start with 19, and then make it MORE by "plussing" on m.
So the answer is

19 + m
