I assume its y=(-2/3)x+3
:
so plot the y intecept which is (0,3) and then mark off the slope which is the change in y which is -2
so mark off 2 units down and then the change in x is 3 units so move 3 units to the right and plot that point. Now you have 2 plotted points (0,3) and (3,1) enough to draw the line.
