"Slope intercept" form:
y = mx + b
where
m is slope
b is y-intercept

For:
y=-3x+1
The slope is -3
.
For a line to be parallel to this, it must have the same slope.

Now, we know two things about our new line:
m = -3
crosses at (-4,5)
.
Plug the above into the point slope form:
y - y1 = m(x - x1)
y - 5 = -3(x - (-4))
Now, we manipulate the above into the "slope-intercept" form:
y - 5 = -3(x + 4)
y - 5 = -3x - 12
y = -3x - 7 (this is what they're looking for)
