Are you sure it is 38x?
mutiply every term by 42, so that this cancels out the 6 and the 7 on the denominators
18x+30 + 28x-63 = 1596x
46x-33 = 1596x
-33 = 1550x
just re-writing this the other way gives 1550x = -33.
Hence x = -33/1550
