Draw a square (or any convex quadrilateral, for that matter) and then construct the two diagonals. The four corners of your quadrilateral will each be a vertex consisting of three lines, and three being an odd number, that makes each corner an odd vertex. You also have one even vertex where the two diagonals intersect, but that is not disallowed by the parameters of your problem.
