The total number of letters awarded was 26 + 15 + 16 = 57.

2 students out of the total 46 each got 3 letters, accounting for 2 times 3 = 6 of the letters awarded, leaving 44 students to account for the remaining 57 - 6 = 51 letters.

The difference is 51 - 44 = 7 which is the number of students who must have earned 2 letters each.
