Multiply thru by 10 to get rid of those messy decimals.
38y = -42x + 19
y = (-42/38)x + 1/2
--------------------------------
Let x= 0, then y = 1/2 giving point (0,1/2)
Let x = 38, then y = -41.5 giving point (38,-41.5)

Plot and draw a line thru them.
