Explain why shifting the decimal point in a number is equivalent to multiplying or dividing a number by a power of ten.

Numbers in the decimal system are a sum of multiples of powers of ten.
The digit to the left of a numerical digit is a multiple of the next
higher power of ten.
So multiplying a number by 10 moves each digit one position to the left.
In effect that means the decimal point moves one position to the right.
