Well, we will call Wins "W" and ties "T".
So, we know two equations:
(A) 2*W + 1*T = 60
(B) W = T + 9
Substituting (B) into (A)
2(T+9) + T = 60
3T = 42 --> T = 14
Substituting back into (B)
W = 14 + 9 = 23

23 wins, 14 ties
