it is a dotted line because it is excluded. if the line was included(in other words if there was and equal sign along with the inequality), then it would be a solid line. In order to know what area to shade you need to find points for which the inequality is true.

try a couple of points on either side of the line to be sure you havent made a mistake. try (2,2) for instance

now try one on the other side of the line
