2x=3y-5
3y-5=2x
3y=2x+5
y=2x/3+5/3
since the line has slope 2/3, the line perpendicular to it has slope -3/2.
Using the point (3,-2),
y+2=-3/2(x-3)
2y+4=-3x+9
3x+2y-5=0
