Get rid of the negative by finding the reciprocal, add the exponents of like terms:
1%2F2%5E4 * 1%2F2%5E3 = 1%2F2%5E7 = 1%2F128

you can check it on a calc: enter 2%5E-4+%2A+2%5E-3 = .0078125 which is 1%2F128

2%5E-4%2A2%5E-3=2%5E-7 when you have the same base(2 in this case)exponents are added together
