x = y+3
Substitute to get:
3(y+3) - 2y = 3
3y + 9 -2y = 3
y = -6
------------------
Then x = y+3 = -6+3 = -3
----
Since there is a single solution the system is independent.

2x -y = 3
6x - 9 = 3y

y = 2x-3
Substitute to get:
6x -9 = 3(2x-3)
6x -9 = 6x - 9
This is always true so the system is dependent
