OK, first you need to change the mixed number to a fraction.
5%2B1%2F3=15%2F3%2B1%2F3=16%2F3
Now you're equation looks like this
2%2Fy=%2816%2F3%29%2F%288%29
You can re-arrange the right hand side,
2%2Fy=%2816%2F3%29%2A%281%2F8%29
And cancel out 8's in the numerator and denominator,
2%2Fy=%28%282%2Across%288%29%29%2F3%29%2A%281%2Fcross%288%29%29
2%2Fy=2%2F3
