First, let's complete the square.
f(x) = 2x%5E2+%2B+3x+-+1 = 2%28x%5E2+%2B+%283%2F2%29x%29+-+1
=2%28x%5E2+%2B+%283%2F2%29x+%2B+%283%2F4%29%5E2%29+-+1+-+2%283%2F4%29%5E2
=2%28x+%2B+%283%2F4%29%29%5E2+-+1+-+%289%2F8%29
=2%28x+%2B+%283%2F4%29%29%5E2+-+%2817%2F8%29
This tells us that the vertex of the parabola is (-3/4, -17/8), which is backwards from what you stated in the problem. When you say that you are stuck figuring out the other two points, I assume you are referencing the x and y intercepts. The y intercept is obtained by setting x to 0 in the original problem.
