I would say that the student is false.

Example:

Take half of 4 would look like %281%2F2%29%284%29=4%2F2=2


and divide 4 by one half to get 4%2F%281%2F2%29=4%282%2F1%29=4%282%29=8


Since 2%3C%3E8 this means that the two are NOT the same.
