It's not actually an equation. All equations have an equal sign, something is equal to something else.
All you can do with this is to "simplify" it some.
sqrt%2828y%5E3%29
= sqrt%284%29%2Asqrt%28y%5E2%29%2Asqrt%287y%29
=2y%2Asqrt%287y%29
That's all you can do.

Break down the #28 into factors 2*2*7 y*y*yThe answer is 2ysqrt 7y
You would subtract the exponents.

I'm not sure how I would slove anything, and an expression like this cannot be solved, only evaluated and simplified.

If you want to evaluate sqrt%2828y%5E3%29 you could first factor the radicand, namely 28y%5E3 into its prime factors:

28=2%2A2%2A7 and y%5E3=y%2Ay%2Ay

So the prime factorization of 28y%5E3 is 2%2A2%2A7%2Ay%2Ay%2Ay.

Now look for pairs of factors.

You have one pair of 2s, and a pair of ys.

For each pair of factors, you can remove the pair from under the radical (the square root sign) and leave one of the pair of factors outside the radical.

Take out the pair of 2s, leaving 7%2Ay%2Ay%2Ay under the radical, and put one 2 outside the radical, thus: 2sqrt%287%2Ay%2Ay%2Ay%29. Now do the same thing with the pair of ys: 2y%2Asqrt%287%2Ay%29.

That's the best that can be done with this one.
