If b=2, then 3.2%2A10%5Eb=3.2%2A10%5E2=3.2%2A100=320 Too small

If b=3, then 3.2%2A10%5Eb=3.2%2A10%5E3=3.2%2A1000=3200 Just right

b=4 => 32000 Too big
