Here's the rule:

log%28b%2Cx%29=y if and only if b%5Ey=x

In your first problem, X takes the place of y in the rule, 3 takes the place of b in the rule, and 8 takes the place of x in the rule (I presume your first problem means the log base 3 of 8 as opposed to the log base 10 of 38)

The other problems follow the same pattern.
