 3y= -9
 y = -3

 No matter what x is, y is -3
 You can assign x to be any 2 values, eg, 0 and 5, which gives 2 points ((0,-3) and (5,-3).  Then draw a straight line thru them for the graph.
 You'll see it's a line parallel to the x-axis, 3 units below it.
