It is very hard to follow this question and even if I took what you have inputed precisely as it is, I do not think it would help you. I believe the question is supposed to be x%5E2%2F%283x%5E2-5x-2%29-2x%2F%283x%2B1%29%2A1%2F%28x-2%29
If this is the case, then 3x%5E2-5x-2%29 can be factored into (3x+1)(x-2)
Therefore, you can subtract because you have common denominators and you get %28x%5E2-2x%29%2F%28%283x%2B1%29%28x-2%29%29
You can factor out an x in the numerator and get %28x%28x-2%29%29%2F%28%283x%2B1%29%28x-2%29%29
Now you can reduce the x-2 in the numerator and denominator and you end up with x%2F%283x%2B1%29
